On the one hand Texas may be stonewalling. They need to get to June with no major decisions so that perhaps they can play connect the dots with DNA and maybe find a crime. That might save them, or so they think.
The Houston Chronicle - "The plans for the children, some of which were not filed until hours before the caseworkers were to appear in court, include calls for psychological evaluations of parents and children and parenting classes. In one service plan, the state lists concerns about education and home schooling as a reason the children were taken."
Or CPS is just some combination of incompetent and understaffed for the task. Either way. No answer is good for them. What we'd like to know is which poison do they choose. One or both?
